On 29 January, President Edgars Rinkēvičs chaired a meeting of the National Security Council at the Riga Castle. The agenda included a review of the actions taken and the current progress of the investigation into the damage to the Latvia State Radio and Television Centre (LVRTC) submarine optical fiber cable that occurred on 26 January. The Council discussions also covered the situation regarding the unmanned aerial vehicle incident at Riga International Airport, as well as energy security in preparation for the disconnection of the Baltic States from the Belarusian and Russian electricity supply grid (BRELL).

The National Security Council was briefed by the Minister of Transport and the Latvian State Radio and Television Centre on the damage to the submarine data cable in Sweden’s exclusive economic zone, as well as the efforts to repair the cable and restore services. The Minister of Defence and the Naval Forces of the Latvian National Armed Forces provided an update on the inspection of the damaged cable site, involvement in evidence collection, and joint activities with Allied forces to enhance NATO’s military presence in the Baltic Sea. The Council also heard reports from the Minister of the Interior and the Chief of the State Police on the criminal proceeding launched in response to the incident. The Council commended the actions of the institutions involved in addressing the situation.

The Council agreed to continue working alongside NATO Allies in the Baltic Sea on military, technological, and legal solutions to enhance security in the Baltic Sea. This includes stepping up sanctions against Russia’s so-called "shadow fleet" and restricting the movement of its vessels.

The meeting also heard a report from the Minister of Transport and the Director of the Civil Aviation Agency on the unmanned aerial vehicle incident at Riga International Airport. The Council assessed the actions by the involved institutions, identifying significant shortcomings in the security plans and procedures of the airport as a critical infrastructure facility. The Council agreed that the Ministry of Transport should evaluate the responsibility of officials from the state joint stock company “Riga International Airport”, the Civil Aviation Agency and state joint stock company "Latvijas gaisa satiksme".

Additionally, the Minister of Climate and Energy provided an update on energy security situation in relation to the Baltic States' disconnection from the BRELL electricity grid and synchronization with the European energy system. The Council reviewed the preparatory measures undertaken, potential risks, and mitigation strategies. Recognizing the spread of disinformation in the lead-up to 8–9 February, the Council urged the public to critically assess different sorts of information available in the public domain.

The meeting also included briefings from state security institutions on the current situation.
